The Chang family has been in construction in Jamaica for nearly
four decades. In 1967, the late Clarence Chang, a land surveyor,
started a construction company building schools, pipelines and
roads.
This company evolved during the 1970s and 1980s until, Surrey
Paving & Aggregate Ltd was incorporated in 1994. Buying
new plant and more sophisticated equipment, the company began
competing for internationally tendered major projects. These
included contracts funded by the International Bank for Reconstruction
and Development, the Inter-American Development Bank, Government
of Jamaica, the OPEC Fund, the Kuwaiti Fund and the European
Union.
Surrey has since been involved in most major road construction
and infrastructure projects in Jamaica, including construction
of bridges, local housing developments, airports and terminals,
water mains, sewer lines and asphaltic surfacing.
Today, Surrey remains a family-controlled private enterprise
that is extremely responsive to customer needs.
