The Fifth Road (Washington Boulevard Improvement Project) is located between Molynes and Constant Spring Road; two heavily traveled corridors in St. Andrew and is itself one of the main routes for traversing between Kingston and St. Catherine.

The project road is a section of the Northern Coastal Highway between Negril and Port Antonio, Jamaica, and specifically the section linking Green Island in Hanover and Montego Bay in St. James.

In 2006 Surrey Paving was invited to undertake the emergency repairs to the runway, the widening of the existing taxiway, a culvert going across the taxiway and the contraction of a new link from the taxiway to the runway, all in time for the 2007 Cricket World Cup starting in March, construction started February 2007.
